Hello! We are a group of Belarusian software engineers, media professionals, musicians, restaurateurs, business & culture journalists, lawyers & teachers, health workers & clean living influencers, artists & makers, academics, scientists, and entrepreneurs.

IBDED — Belarusian Initiative for Democracy and the Rule of Law — emerged from the experience of Belarusians living in Portugal who have faced serious difficulties obtaining, renewing and legalizing essential identity and civil-status documents.
The initiative was formed by people with direct experience of navigating these problems through administrative and judicial procedures. Their cases, collective experience and documented interactions with public institutions became the basis for a broader research and advocacy platform.
IBDED brings this experience together to document the problems faced by Belarusians in Europe, examine how existing legal frameworks are applied in practice, and develop evidence-based solutions.

Our goal is to help ensure that Belarusians living in Europe can obtain the documents, legal status and administrative recognition necessary to live, work, and exercise their rights lawfully.

Share knowledge
Publish legal assessments, comparative research and accessible educational materials for people and institutions working on these issues.

We welcome cooperation with Belarusian democratic forces, civil society organizations, researchers and advocacy initiatives working on the rights and legal status of Belarusians in Europe.
If you are based in another European country or elsewhere in the world and are facing similar problems, we welcome cooperation to document cases, share legal and administrative practice, and develop common solutions.
We are open to dialogue with European public institutions, policymakers and other institutional actors, as well as journalists and media organizations seeking documented information, research materials or background on our areas of work.
